Bill establishing guidelines for Prop 215

  • Allows counties and cities to establish higher (but not lower) guidelines if they choose

  • Demonstrates that more info is needed to determine how many people in the state are suffering from:

    • A serious medical condition that isn’t being properly alleviated by conventional medications

    • I.e., prescription pills

  • Guidelines for how much cannabis a patient can grow and possess without being subject to arrest

  • Requires the State Department of Health Services to:

    • Establish and maintain a voluntary program to issue ID cards to qualified patients

    • And establish procedures for a medical patient to use cannabis medically

  • Authorizes the Attorney General to:

    • Establish, clarify and recommend any modifications concerning possession and cultivation limits and other regulations

    • Develop and adopt guidelines to ensure the security of medically grown cannabis
