Bill establishing guidelines for Prop 215
Allows counties and cities to establish higher (but not lower) guidelines if they choose
Demonstrates that more info is needed to determine how many people in the state are suffering from:
A serious medical condition that isn’t being properly alleviated by conventional medications
I.e., prescription pills
Guidelines for how much cannabis a patient can grow and possess without being subject to arrest
Requires the State Department of Health Services to:
Establish and maintain a voluntary program to issue ID cards to qualified patients
And establish procedures for a medical patient to use cannabis medically
Authorizes the Attorney General to:
Establish, clarify and recommend any modifications concerning possession and cultivation limits and other regulations
Develop and adopt guidelines to ensure the security of medically grown cannabis
